Since you are buying from a private party you will not pay the Maine sales tax. You will pay the New York sales tax when you register the vehicle in New York.

when you register the vehicle in NY that state will assess the sales tax and you will pay with your tags
a private party in Maine would not be registered with the state sales tax agency to charge you sales tax
